Integrated Care System senior appointment update

Jane Halpin, our chief executive, announces new ICS appointment…

Dear colleagues

As you know, we have been recruiting to our Integrated Care System’s Executive Team since I took on my role as Joint Accountable Officer last June.

I’m delighted to be able to share some more senior staffing news today.

Adam Lavington has been appointed as the ICS Director of Digital Transformation, and will join our system on 7 July.  Adam joins us from Sheffield, Bassetlaw and Barnsley CCGs, where he is the Deputy Director of IT.  Prior to that, Adam was Associate Director of Digital and the Programme Management Office at Sheffield Health and Social Care NHS Foundation Trust.  Among his various qualifications, Adam holds a BSc in Computer Science, an MSc in Project Management and an MA in Law.

I would also like to congratulate Director of Workforce Hein Scheffer from our Human Resources and Organisational Development and Learning (HR and ODL) shared service, who is taking up the ICS post of Director of People Transformation on a secondment basis, helping us to shape and transform our people agenda during the next 12 months.  Hein will take over his new role from 1 May, although he will continue to supervise the HR and ODL shared service.  Christine Cornwall, Assistant Director of Human Resources and Organisational Development, will lead the HR and ODL Shared Service during this period, reporting into David Evans, the Managing Director of Herts Valleys CCG.

Finally, I would like to congratulate Dean Westcott, who is moving on to pastures new after 15 years in our area, serving as Chief Financial Officer for West Essex, then Director of Finance for the STP and eventually Director of Capital Planning and Estates for our ICS.

Dean has been appointed as Chief Financial Officer and ICS Executive Finance Lead in our neighbouring system, Bedfordshire, Luton and Milton Keynes Clinical Commissioning Group, from 1 June and I wish Dean all the very best in his new role.  Dean’s calm, good-humoured and patient approach has helped to build trusted relationships with colleagues across health and social care and he will be missed by both his ICS team and wider system colleagues.  Our Chief Finance Officer Alan Pond will work with finance and estates colleagues across the system to ensure that Dean’s good work continues.

Yours sincerely

Dr Jane Halpin
Joint Chief Executive, West Essex and Hertfordshire CCGs and the Hertfordshire and West Essex Integrated Care System
