Appointment of new CEO for Herts and West Essex Integrated Care Board announced

I am pleased to announce that following a national recruitment process, Dr Jane Halpin has been appointed to lead the NHS Hertfordshire and West Essex Integrated Care Board (ICB).

Jane is currently the Chief Executive for our three CCGs, and lead officer for the Hertfordshire and West Essex Integrated Care System and I am delighted that she has agreed to take on the key role of running the ICB from April 2022.

Her experience in guiding teams and systems through change will be critical as we work with our local government and voluntary and community sector partners to improve both the health and wellbeing of our population and our health and care services.

Jane is a qualified Public Health doctor, with over 25 years’ experience in the NHS in the area. Some of you will know Jane from one of her previous roles as a Primary Care Trust Medical Director and Chief Executive and as NHS England Area Director. Away from the NHS, Jane has also been a Clinical Lead for an international consultancy firm.

As well as working in our ICS area, Jane has lived in Hertfordshire for many years and has a deep understanding of the local health and social care challenges and opportunities. She also has strong and positive relationships with partner organisations across west Essex and Hertfordshire.

The Hertfordshire and West Essex ICB will build on the strong foundations laid in recent years. There is a shared commitment to ensuring that the people we serve get the very best opportunities and support they need to lead happy, healthy lives, regardless of where they live or their personal circumstances.

The ICB will come into existence in April 2022, once the Health and Care Bill receives parliamentary approval. At which point, the functions of our three CCGs will pass to the ICB. I know that Jane is excited about the opportunities the Integrated Care Board and system working offer.

I am looking forward to working with her to get our new Board up and running and delivering results for our population. As you will be aware, Jane is currently taking a period of leave to deal with a medical issue. She is keeping in touch with our transition into becoming an ICB and looks forward to returning to work.
