How much leave were staff allowed to carry over from 2020/21 to 2021/22 and when should this be taken?
In 2020, NHS employers issued temporary guidance based on Government changes to annual leave carry over arrangements to allow frontline staff during the COVID-19 pandemic to carry over up to 20 days (pro-rated for part time staff) annual leave over a two-year period (2021/22 to 2022/23).

The CCGs considered this guidance, along with other staff support needed to respond to COVID, and extended its carry over annual leave entitlement for staff to 10 days (pro-rated for part time staff), to be taken over 2021/22 and 2022/23.

The Exec team want to continue supporting staff especially in light of current challenges.

At the end of this leave year how much leave can I carry over into leave year 2022/23?
The maximum annual leave that can be carried forward into 2022/23 is 10 days (pro-rata).

I have not been able to take all my annual leave this year, can I increase my carry over of annual leave into 2022/23?
If you have been unable to take all your annual leave and this has been agreed with your line manager, you may increase your annual leave carry over to the maximum of 10 days.

I started my position with the CCG after April 2021, what is my carry over allowance based on?
Carry over of annual leave is not an automatic right. Any carry over annual leave will be in line with the CCG’s normal Annual Leave Policy which states that up to 5 days’ annual leave may be carried over to the following year with agreement from your line manager. However, if you have been unable to take your annual leave, you may, with the agreement of your line manager, carry over up to a maximum of 10 days’ annual leave into the next leave year.

What will the rules be for annual leave carry over at the end of 2023/24?
The Integrated Care Board’s (ICB’s) normal Annual Leave Policy will apply.

When does the annual leave year run?
The annual leave year runs from April to March.

Can I sell my annual leave?
Any application to sell annual leave is discretionary and exceptional. There is no contractual right to sell annual leave. The scheme is open to all employees of Herts Valleys CCG (HVCCG), West Essex CCG (WECCG) and East and North Herts CCGs (ENHCCG), including people on fixed term contracts (FTCs). Any applications to sell annual leave should be agreed with your line manager. However, the final decision will be made by the Head of Department/Service Area.
